Howard Allen was an African American serial killer who operated in the Indianapolis, IN area. In 1974 he murdered a woman and was convicted of involuntary manslaughter. Allen was paroled in the 1980's and killed again. This time Allen was sentenced to death. Years later he was able to get his death sentence overturned and this time was sentenced to 60 years in prison. Allen died on June 5, 2020.
