William "Bill" Lester Suff known as the "Riverside Prostitute Killer" and the "Lake Elsinore Killer" in California.  After serving 10 years of a 70 year sentence in Texas for murdering his infant child he relocated to California and killed no less than 12 women and is suspected of killing 22 women.

As some collectors know Suff has scammed several people out of items and money for promised artwork he never sends.
