Khoua Her, a Hmong immigrant who in 1998 was living in poverty and estranged from her husband in St. Paul, Minnesota decided to strangle and murder her six children between the ages of 5 and 11 because responsibilities had her depressed. Even though police responded to 15 domestic violence called in a roughly 18 month period of time nobody noticed that the children might be in danger.
